Hormel, Wal-Mart And The
Meaning Of Upscale

Wall Street Journal ran an interesting piece about Hormel. The focus was really on branding and specifically detailed Hormel’s efforts to add upscale items without alienating its customer base:

In February 2004, Hormel rolled out the first of four new ethnic-themed varieties of its Refrigerated Entrees line — Hot and Spicy Szechuan-Style Beef Strips, Teriyaki Chicken Breast Strips, Sweet and Sour Diced Pork, and Southwestern Pork Carnitas. It pulled all four off the shelves earlier this year. The reason: Consumers were skeptical that the maker of Spam could also deliver restaurant-quality ethnic fare.

As part of its efforts to go upscale, Hormel was looking to retain flavor without so many of the additives that had been put in products to maintain shelf life and improve flavor. In pursuit of this, the company came across some new technology:

Finally, Hormel hit on an answer: High Pressure Pasteurization — known internally as HPP — a process developed by Avure Technologies Inc. of Kent, Washington. Using HPP, Hormel, under Mr. Ettinger’s watch, introduced Natural Choice, a line of preservative-free deli-style meats. The company cooks its Natural Choice meat in a smokehouse or steamhouse, and then slices and wraps it in plastic. The meat is then placed onto trays and dipped into an HPP chamber, where 87,000 pounds of water pressure-per-inch kill bacteria, eliminating the need for preservatives.

Grocers like Wal-Mart Stores Inc. and Kroger Co. agreed to sell the Natural Choice line. Hormel had high hopes for acceptance by the world’s biggest natural-foods retailer, Whole Foods Markets Inc. “We thought it’d be icing on the cake if Whole Foods wanted to take it, too,” says Mr. Weisenbeck. But Whole Foods declined. A Whole Foods spokeswoman says the company is buying more of its meats from a handful of “fresh meat” suppliers.

Hormel is concerned about how far it can push its core customer base so it has kept the Hormel name off most of its ethnic foods:

That’s partly why Hormel has been reluctant to put its name onto ethnic brands it owns, such as Patak’s Indian products and Carapelli olive oils, and Herdez Mexican foods, a joint venture with a Mexican company. And it’s also why Hormel’s other line of Mexican foods goes out under the Chi-Chi’s brand. It acquired the licensing rights to Chi-Chi’s in 1985, and full ownership of the trademark for retail products in 2004.

Mr. Ettinger recognizes that skewing the company’s image too far afield might alienate the core consumers who turned Hormel into a surprise star of the packaged-food industry: middle-age, blue-collar men who place a premium on hearty foods that are affordable and easy to make.

When we read this article, it instantly reminded us of Wal-Mart and the dilemmas Wal-Mart is facing.

Wal-Mart, as part of its so far generally unsuccessful efforts to attract more upscale consumers, has introduced a fashion-forward private label clothing line known as Metro 7. Lee Scott, Wal-Mart CEO, says it has done well in 600 stores but failed in most stores.

This whole upscale initiative is misguided.

Wal-Mart doesn’t need a branding consultant. It needs a sociologist who will explain that what upscale consumers want most in their life is the one thing Wal-Mart can never deliver: To NOT be associated with the people who shop at Wal-Mart.

It is snobbery but it is also human nature. Throughout history, the affluent have adopted modes of dress and comportment to distinguish themselves from those less fortunate.

These styles change over time. Once it was formal dress. Today, the wage slave is the one who has to wear the suit; the big boss probably is in torn jeans — although they are probably from Seven for all Mankind or Paper Denim and cost over $200 a pair.

Here is the rub: If Wal-Mart bought actual Seven for all Mankind jeans and sold them in unlimited quantities to all comers for $10, nobody would care about them anymore. Because the purpose of owning these products is to distinguish oneself from those who don’t, making them freely available to everyone diminishes their value.

Wal-Mart has been tricked in a sense because it looks at its demographics and sees more affluent people shopping in the store and wonders why it can’t get more of their business.

Well Clorox is both identical everywhere and nobody asks where you got it. So many people who would never buy their clothes at Wal-Mart are happy to buy their Clorox brand bleach there.

Why do some of these items work in a few stores and not others? We would have to study the list to say definitively, but what is likely is that the national reputation of a chain is not as important as the social structure of an individual community.

In some communities, you have very divisive social structure. One block may teem with recent immigrants from a particular country or culture, and if they shop heavily at the local Wal-Mart, the equidistant community of local White Anglo-Saxon Protestants will not do so. So it becomes a question of what kind of fashion is sought after in that group of shoppers.

Other communities are more homogeneous. For example, some of the printers we use are in rural communities. Everyone is white, Christian of some sort, born and raised in the area, typically of similar ethnic stock, say Scandinavian or German descent. Everyone goes to the same churches; everyone goes to the same schools, everyone works out at the Y and everyone shops at the local stores, in some cases Wal-Mart. The fact that one of our printers might be a multi-millionaire and someone else the guy who sweeps the floor in his printing plant doesn’t matter. The rich guy has no desire to stand out. In fact he wants to blend in so as to avoid resentment.

This rich family likes it when Wal-Mart sells more expensive things because they want a really nice flat screen TV and they want to buy it at Wal-Mart like everyone else in town. But these people, though affluent, are not likely to be fashion-forward and so Wal-Mart’s Metro 7 brand probably isn’t their cup of tea.

So what should Wal-Mart do? There is a limited opportunity to sell more to affluent consumers in its current structure. In most stores Wal-Mart should look for items that are not status-related and market them to the existing base of middle and higher income shoppers. In the homogeneous communities, Wal-Mart should offer better quality options at a higher price, but keep them in line with existing fashion. In other words, an affluent person might buy an all-cotton shirt as opposed to a polyester blend, but he doesn’t want a fashion-forward look.

The big opportunity, though, is to not look at the issue in terms of how Wal-Mart can get more people in its stores. Its opportunity is to serve more people through more concepts. In the Hormel article, it explains that the company failed because “Consumers were skeptical that the maker of Spam could also deliver restaurant-quality ethnic fare.”

So Hormel uses separate brands for separate concepts — which is precisely what Wal-Mart should do. If it feels its growth is constrained because it has saturated the market in many places for consumers who live paycheck to paycheck, it shouldn’t knock its head against the wall trying to convince upscale consumers to buy amidst their downscale brethren. It should develop a separate store concept.

Don’t ape Target; squeeze them. If Wal-Mart is king among shoppers with families that have incomes below $40,000, then Target predominates with its appeal on consumers who make over $40,000. So Wal-Mart should start a concept to appeal to families with incomes over, say $60,000 a year.

Use Wal-Mart’s real estate, procurement and logistics expertise to offer a Wal-Mart-style value proposition on more expensive goods.

It is often said at Wal-Mart headquarters that this is their problem: If they sell diamonds of better quality and at a better price than your typical mall jeweler, they still don’t get the business because no guy wants to tell his girl that he got her an engagement ring at Wal-Mart. No girl wants to tell her friends that her ring came from Wal-Mart.

To change this dynamic is certainly difficult and probably impossible. Wal-Mart needs to get back to its roots of Every Day Low Prices and start an upscale concept under a different name to capture more affluent consumers.

And by the way, the definition of upscale has changed. In the 70s, it might have meant little jars from Europe filled with interesting stuff. Today it means fresh. A commitment to an upscale product would be a commitment to a substantially expanded fresh food and floral effort




Self-Interests Play Role In
Food Safety Initiatives

As we continue our exploration of those in opposition to the Buyer-led Food Safety Initiative, we have dealt with those who felt the public nature of the effort was bad and those who felt it was the government’s job. Today we deal with a buy-side executive who thinks that self-interest is starting to play a role in all these buy-side efforts:

Could it be that there is an interest in using food safety as a marketing platform? Not a very good idea! And as you point out, look who has now come out of the woodwork! FMI wants to create a reliance on SQF. The NRA wants to have their guidelines. WGA has proposed their version of the solution. And what do all those things have in common? A self interest!

Indeed our correspondent has a point. FMI owns SQF, and in urging its use as a solution for food safety, it is urging to have money go to FMI. How can FMI be objective when its bottom line depends on the results? And does it make any sense to have growers pay money to support the supermarket association?

The NRA initiative is still developing, but NRA is unwilling to join the Buyer-led Food Safety Initiative, indicating it wants its own place at the table. Is this because the Buyer-led effort is insufficient or because NRA has its own need to serve a purpose here?

WGA has proposed a Marketing Order, but marketing orders are voted on by growers, not buyers or consumers. So it is a proposal to keep the power close at hand.

As far as the signatory companies go, one big complaint about the effort was the outreach to consumer media. It raised the question as to whether some companies were looking to have themselves appear on the side of the angels as opposed to those who refused to sign.

Isn’t the most likely result of all this a panoply of competitive standards?

And if everyone is busy defending their own turf, isn’t it likely that consumer interests will suffer




What’s In A Name?

With all the talk about E. coli, the Pundit hopes everyone paid appropriate respects yesterday.

November 29, 1857, was the birth date of none other than Theodor Escherich, a pediatrician who did pioneering work on the relationship of intestinal bacteria to the physiology of digestion in infants.

The full name of E. coli is Escherichia coli, and it is the most common member of the genus Escherichia, named for this German physician.

Pundit Logic On Food Safety Regulation

After reading some responses regarding the Buyer-Led Food Safety Initiative, it’s good to hear concerns from both sides. How is my logic here?

When distributors first started using HACCP programs, it was not required but gained interest with distributors as certain chains and various types of customers required it. What is wrong with a standard protocol that is not mandatory, but is a standard that buyers may require from shippers?

The standard could be set by buyers and grower/shippers, so it is practical and reasonable from a production standpoint and a measurable standard with designation such as HACCP. Just as HACCP places responsibility for ensuring food safety appropriately on the food manufacturer or distributor, this program could do the same for grower/shippers.

Al doesn’t need any help from the Pundit when it comes to logic. In fact the Pundit well remembers reading Profitability in Fresh Produce: Your Foodservice Guide to Commodity Information, Yields, Portions, Handling, and Receiving. The PMA put this guide out a half decade ago, and it was developed by a task force led by Al Zuckerman.

Included in the guide was: A Word About Food Safety: Includes details about the elements of a good food safety program.

So Al has been involved with these issues for a long time.

And his thoughts are common sense. The industry has no easy path to impose mandatory anything, especially not on a nationwide basis. Buyers can and perhaps should propose things, but unless it is practical for grower/shippers it won’t happen.

HACCP plans are often required of growers but the dynamic is such that, especially on processed product, they are more difficult to make effective than with processors. There are a limited number of processors, so the processors are relatively easy to audit and inspect. There are thousands of growers.

In terms of the difficulties on spinach and leafy greens, the key buyers are missing from the Buyer-led Food Safety Initiative. The buyers of the produce, in this case, are the processors.

It has become clear that these buyers did not always have the rigorous inspection mechanism necessary to make sure that growers didn’t just sign representations and warranties but actually did what they were representing and warranting.

The reason so many are now emphasizing mandatory regulation is that the spinach crisis taught us that the industry may be punished based on its weakest link.

What did it matter if a particular company maintained a perfect supply chain? They got closed down with the rest of the industry.

There are so many small growers that are not members of PMA, United or WGA. How do we make sure they are in compliance?

The obvious answer is that the industry needs to do three things:

First, every entity needs a HACCP plan drawn up and certified by a food safety expert. Not just photocopies of someone else’s plan.

Second, there needs to be minimum standards on frequency of water testing, fencing, etc., regardless of the requirements of the HACCP plan.

Third, every entity must be audited by a third party or by the buyer to confirm compliance with the HACCP plan.

This doesn’t guarantee safe food, but it would be a substantial improvement. It is probably the best that can be done short term. It would be required by buyers at every stage of the process — retail, foodservice, wholesale, processor and exporter/importer. In the long term, it will probably be incorporated into a government food safety regulatory screen.




Buyer-led Food Safety Initiative Recap IX

There is an ad-hoc group that started it all, the National Restaurant Association has its group working on a program and the Food Marketing Institute has a conference planned. All these buyer-led initiatives can get confusing, so to assist the trade in keeping track of them all, we are publishing this recap of coverage all in one place.

As new developments, occur we will continue to update this recap to help keep the trade organized on this important subject.

On September 25, 2006, in the midst of the spinach crisis, we published The Role of Retailers And The Future Of Food Safety, which pointed out that it is the “representations and warranties” that buyers demand that define the food safety programs we get:

“…in the end, the strength of our food safety systems is at least as dependent on what retailers demand as they are on what the government does for the simple reason that what retailers pay for is what they are going to get.”

Then in the issue of the Pundit’s sister publication, PRODUCE BUSINESS, which was unveiled at the PMA Convention in San Diego on October 21, 2006, we published Food Safety Is A Retail Issue,which pointed out:

“…what holds suppliers back is not that they need an FDA regulation — it is that they need to see a willingness on the part of buyers to pay more to obtain a higher level of food safety and security. So far that is missing.”

The Buyer-led Initiative for Food Safety was then announced. In time it came to be signed on to by nine important buying organizations:

Here at the Pundit, we applauded the buyer-led effort but on October 30, 2006, ran a piece entitled Buyer-Led Food Safety Effort Leaves Open Question Of Buyer Commitment, in which we pointed out:

“What would be helpful from these buyers is…a reassurance to the grower/shipper/packer/processor community that investments in food safety will be protected.”

As Gene Harris of Denny’s added his endorsement to the Buyer-led Initiative for Food Safety, we published, Pundit’s Mailbag — Denny’s Weighs In On Food Safety Efforton November 1, 2006, and we pointed out that the Western Growers Association was now looking for mandatory standards:

“Buyers can impose standards on their suppliers, but it seems as if the big grower members of WGA are more inclined to go with a mandatory program. Perhaps because this is more easily “saleable” to consumers, perhaps because the growers have no confidence that buyers will ever agree to a uniform standard on food safety and, perhaps, because growers know that buyers today can have the best of intentions but situations change and buyer’s change — and if legal product is available for much less money, that will put a lot of pressure on an organization to change its standards.”

On November 2, 2006, we highlighted an Opportunity For Buyers’ Food Safety Initiative, where we wrote the following:

“Here’s the Pundit’s suggestion to the buyers: Don’t wait for the deadline to pass. Withdraw the letter to the associations, which can only lead to endless negotiations with grower/shippers and watered-down food safety standards. Instead, create a temporary ad hoc consortium to spearhead the quick development of science-based food safety standards.

In the short term, these will be enforced by buyer demand, hopefully including other buyers who will buy into the plan; in the medium run the plan will be turned over to state authorities in California and federal authorities in Washington, D.C., as the basis for new mandatory regulation.”

We pointed out that this initiative may not stay in the hands of the ad hoc group leading the Buyer-led Food Safety Initiative when, on November 7, 2006, we announced: National Restaurant Association Forms Produce Safety Working Groupand pointed out:

“What we should have learned from the FDA loss of confidence in the industry is that food safety is not something that we negotiate over. It has to be driven by the best scientific knowledge we have.”

Mark Munger of Andrew-Williamson Fresh Produce, a grower/shipper, pitched in his thoughts on the important role buyers play in the food safety arena and, on November 8, 2006, we published Pundit’s Mailbag — Insights From A Conscientious Grower, which specifically praised one foodservice customer:

I also have to commend one of our customers, who I believe demonstrates the value of collective partnerships between growers and customers. Two years ago we began working with Darden Restaurants. Darden takes food safety very seriously. They have empowered a food safety team that must approve each and every supplier. They have inspectors in the field who make weekly random inspections of growing operations, picking and packing programs. When problem issues are identified, they work closely with our food safety team to help educate our team and to ensure that collectively we fix the problem. The knowledge that an inspector can be in any field or packing shed at anytime has forced us to treat every day as an inspection day.

Additionally, Darden’s food safety team is separate from their buying team. If a farm is not up to par, they have the authority to stop all transactions until the problems are fixed. They truly put their money where their mouth is and have helped us become a markedly better company. I cannot think of a better example of the power of collective thinking between suppliers and customers. I think the industry would be well served to learn more about their programs and create similar models.

Not surprisingly, the Food Marketing Institute was not going to be content to sit this one out and, on November 10, 2006, we published FMI Steps Into The Food Safety Fray,which detailed a conference scheduled for December 5th at which FMI would host representatives from industry, associations, academia and government to advance food safety issues. Unfortunately, FMI decided to exclude the media and we pointed out:

“…if the goal is to build public confidence in the process the industry is going through, you not only open it to media, you send a velvet invitation to the big consumer media groups.

It smells of smoke-filled rooms where deals will be cut in secret. If you let in some light and air, everyone will have more confidence in the final product.”

On November 14, 2006, we published Pundit’s Mailbag: Grower/Shipper Calls Buyer Led-Food Safety Initiative Hollow Call To Action, in which a respected grower/shipper pointed out that “This is where the retailers must step out of their ivory towers and get their walk (vendor relationship) to match their talk (aligned supply chain)… If those who signed on to this letter would get committed to buying only from “qualified suppliers,” the laws of supply and demand will drive the solution and we will quickly catch up with the rest of the world in this critical area.”

On November 17, 2006, we featured Tale Of Two Buyers, in which we pointed out: “If the VPs are sincere about wanting the buyers to place food safety first, the VPs have the responsibility for changing the culture and the economic incentive systems.”

On November 21, 2006, we published Tim York Takes Leadership Role In Food Safety Crisis, which features an extensive interview with Tim York of Markon Cooperative as well as the announcement that the Buyer-led Food Safety Initiative gained ten new retail signatories:

Despite the impressive show of buyer support, we expressed some concern: “…it is also pretty clear that the prospect of one unified food safety standard acceptable to every one of the signatories, much less to those who have declined to sign, is somewhere between nil and nothing.”

On November 28, 2006, we published Words From Buyers Who Did Not Sign The Food Safety Initiative, and in this piece we added Mark Hilton, Vice President of Produce and Floral for Harris-Teeter, based in Matthews, North Carolina, as a signatory to the letter.

We also quoted buyers who had declined to sign the letter mostly due to their objection to the public nature of the initiative. We also pointed out how vendors were thinking:

Pundit Note: Many growers and shippers are irate over the effort as they see it as an evasion of responsibility. These buying organizations get exactly what they value enough to pay for. All too often, some of the same companies who signed the letter on Monday will, on Tuesday, buy some product without the slightest knowledge of where it came from.

On November 29, 2006, we ran Another Naysayer of Buyer-led Food Safety Initiative, which gave voice to the thoughts of some non-participating buyers that only mandatory government regulation is the way to go. Botulism And Carrot Juice Summary XXVII

We’ve been asked to make available in one place our coverage of the recall by Wm. Bolthouse Farms of certain 100% carrot juice products and the broader implications of this issue for food safety. This piece is updated regularly and will be re-run to include new coverage of this outbreak and issue.

We initiated our coverage on October 2, 2006, by publishing the FDA notice to consumers warning them not to drink the product, and we inquired as to the margin of safety on the product. You can find the piece, entitled Oh No! Another Outbreak, right here.

In addition, the Pundit has done several smaller pieces that touched on various aspects of this crisis.
